The SM for Dominate Undead (GEI+AU)/2
For most undead this is nothing. It makes encounters in adventures like Pyramid of Death very one sided.

But this is rather a more general problem with spell design in combination with any knowledge about the upcoming foe/environment. Say there's a spell called "Mushroom Cloud", which is generally almost useless. However, there is this one particular dungeon, where most creatures are allergic to Mushrooms. But even that would not make the spell powerful, it would be the fact one of the PCs knows about the creatures' weakness. We as players are supposed to play naive and stupid, because this is what fantasy literature and movies teach us. In truth, you are right – and every able spellcaster should immediately exit the Pyramid of Death and purchase the Dominate Undead spell. That would be logic, and therefore the archenemy of fantasy games.

I allow undead with Power of the Dead monster ability to use KOR + HA (a reverse of the ability but keeps some mummies in the game!)

Many spells are like that. For example, Blind, a level 1 spell is very powerful for a lvl 1. If you have a good limit, the MS isn't strong enough to give difficulty to the caster.

Well, we are on the second level of the pyramid and it is exactly as I expected. Dominate Undead is dominating this adventure.
I have thought about MH+ comment about metagaming and I somewhat disagree on this spell. This is a 9th level adventure, Dominate Undead is 4th level Black Magic spell. THe character is working towards the Necromancer Hero class. Our entire campaign has been all the 'desert/tomb' adventures - full of undead.
I think this spell needs to be nerfed somewhat. Perhaps

Two suggestions from my side, if you allow:
1. Same cooldown as Rout Undead
2. Undead with MND > 0 might have a chance each round to free themselves from the effect.

Perhaps figure the Foe Factor into the SM, too?
GEI / AU of most undead is poor.
When a room has 7 skeletons and one mummy, he will definitely control all the skeletons and perhaps even the mummy or surround the mummy and pummel him to death. I'm not interested in spending an hour dicing against myself!

GH (Foe Factor?) and EP are, in my opinion, both poor approximations of a foe's might. I know they are supposed to be just that, but still...
I like Bruder Grimm's idea for intelligent undead (MND > 0), though. Losing some Skeletons to a PC necromancer is fine, I think (especially if she controls 7 out of 25...), but losing a Mummy or lich really bites.
Will consider it for my house rule collection.
Also, there will be a clarification on Dominate Undead in Slay! #3 (or#4?).
