What level mage are monsters considered, for spells where level is a factor, such as the Lich and Raise Skeletons?

highest spell level = monsters spell casting level

The Lich knows the spell "time stop". This spell is level 20 for sorcerer (an lich certainly is a sorcerer), so the lich has a spell casting level of 20.

Then the 17/18 caster level in its statbox in the bestiary is wrong? should it be 20/20?

That is not the level, that is the statistic for Spell Casting and Targeted Spell Casting (MND+AU) and (MND+DX) respectively
